Grade, Wind And What Each Side Of Town Needs
The lower part of Highland is mostly flat, established and easy to fence: privacy runs between neighbors, side gates, the occasional RV gate where a driveway allows. Fences down here are usually replacements rather than first installs, and plenty of them can be repaired instead.
Head north and the ground rises quickly. Those lots bring slope, more wind and often a view worth protecting, which changes the answer. A solid six foot fence on an exposed hillside is a sail, so posts go deeper and spans tighten, and iron starts making sense where a homeowner does not want to wall off the view they paid for.

About Highland
Highland sits at the foot of the San Bernardino Mountains, with Highway 330 running up out of town toward Running Springs and Big Bear. That road is the reason the city feels like a gateway: a lot of traffic passes through on its way up the hill, and the mountains are always in view from the north facing streets.
The city grew out of citrus, like most of this valley, and incorporated relatively recently in 1987. Older neighborhoods along Base Line and Pacific still have grove era lots and mature trees, while newer development has spread up onto the higher ground east and north.
The Santa Ana River wash cuts along the southern edge, and the San Manuel reservation and its resort sit just outside the city. It is a place with a real edge to it in the geographic sense, valley on one side and mountain on the other, and fencing jobs change depending which side of that line you are on.
